What is the Resident Opportunity & Self-Sufficiency (ROSS) Program?

The Resident Opportunity & Self-Sufficiency (ROSS) Program is designed to empower residents in public housing to reach their goal of self-sufficiency.

Supportive Services. The ROSS Coordinator will work with you to find the supportive services that you need for the goal you want to achieve or help break the barriers that are stopping you from completing that goal.

Resident Empowerment Activities. Activities coordinated, arranged, or hosted by the ROSS Coordinator are designed to promote resident empowerment. Resident empowerment activities help residents in public housing with resources and services towards self-sufficiency.

Becoming Self-Sufficient. The ROSS Coordinator helps encourage you on your journey of becoming self-sufficient in breaking down barriers, finding community resources specific to your needs, and providing case management.


How can the ROSS Program help?

Case Management. Meeting with the ROSS Coordinator to discuss progress on your goals or barriers in your path. Having this knowledge and time with your coordinator will help find resources specific to your needs.

Resources. Your ROSS Coordinator has a wealth of resources and connections that can be shared with you on your journey of completing your goal.

Navigation. During the meetings, you and the ROSS Coordinator will discuss a pathway for you to follow that will make your goal obtainable and what community resources are available to you.

  • Adult Education
  • Children Education
  • Mental Health
  • Physical Health
  • Housekeeping & Organization
  • Reentry Programs
  • Employment Needs
  • Financial Education
  • Court & Legal Guidance
  • Substance Abuse Referrals

Who can participate in the ROSS Program?

For a person to be eligible for the ROSS Program, they must:

  • Live in Low Income Public Housing with KHA (Garden Square Apartments).
  • Want to improve something in their everyday life.
  • Be interested in community services and resources in the community.
