Public Housing

The Public Housing waitlist is currently CLOSED.

Federal public housing was established as a part of the Housing Act of 1937. It is to provide a decent and safe rental housing to eligible low-income individuals, families, elderly, and persons with disabilities. The Kokomo Housing Authority is responsible for the management and operation of our local public housing complex, Garden Square Apartments.

Housing Choice Voucher

The Housing Choice Voucher waitlist is currently CLOSED.

The Housing Choice Voucher Program assists very low-income individuals, families, the elderly, and disabled afford a decent, safe, and sanitary housing in the private market. Participants in this program have the ability to find their own housing, which includes single-family homes, townhouses, and apartments.

Project Based Voucher

Project-based vouchers (PBVs) are a part of the Kokomo Housing Authority’s Housing Choice Voucher (HCV) Program. The PBV Program was enacted in 1998, but the most recent changes were enacted by the Housing Opportunity Through Modernization Act of 2016 (HOTMA), the Economic Growth, Regulatory Relief, and Consumer Protection Act (EGA), and the Fostering Stable Housing Opportunities (FSHO) amendments.

Affordable Housing Program

The Affordable Housing Program is a new program offered by KHA that provides rent reasonable housing options. The program does not receive any federal assistance.

HOME TBRA Program

The HOME TBRA Program is a rental subsidy that can be used by income-qualified households to pay for housing costs, including rent, security deposits and utility deposits. The HOME TBRA program is offered through IHCDA and designed exclusively to serve income-eligible households in which at least one member was formerly incarcerated.
